rates, and that the cost of living in the United Kingdom has increased to an abnormal extent, I consider that it would be equitable to increase all existing pensions by twenty-five per centum, with effect from the 1st. January, 1919. I have

referred the matter to the Executive Council and to the Un-

-official Members of the Legislative Council, whe conour in this view. The additional charge upon the Colony's revenues would amount, on the 1918 figures to 840,600 in respect of Civil pensions and £10,000 in respect of Police pensions. Owing to the rise in exchange a saving of 100,000 was effected in

the vote for pensions in 1918.
